About the job
Job Purpose:
leads the operations to ensure the management and non-stop operation of the irrigation systems, networks, and drains, in addition to ensuring the effectiveness of field supervision and the application of modern irrigation water techniques in line with the objectives of the organization.
Responsibilities:
Develop and implement the department’s policies and procedures to make sure it’s in line with the SIO strategy.
Establish and prepare the department management plans and review it annually. In additions, oversee all SIO’s projects from design stage until the handover of these projects to the concerned department.
Ensure the effective use of all resources within the department to achieve the objectives of SIO’s strategic plan.
Participate in preparing of the SIO's annual and five years budget cycle and providing inputs to the budgeting process.
Ensure the effective use of the organization's budget and accurately reporting progress and challenges to the SIO’s steering committee.
Review and monitor change orders for ongoing projects and make sure it will be settled according to the SIO’s policies and procedures.
Conduct regular meetings with SIO CEO and Executive management to present the progress of projects and discuss any critical issues that needs to be escalated.
Ensure to build and maintain good relationships with both internal and external stakeholders.
Review and approve of the proposed project charts of new projects, including scope of work and objective.
Review the results of key project performance indicators, budget expenditures, resource utilization rations.
Review the detailed design of the project and make the necessary recommendations that are in line with the requirements of the project and previous lessons learned.
Monitor the progress of SIO’s projects by holding regular meetings with consultants/ contractors and make the necessary dissections to make sure that all projects will be completed within the allocated budget and duration.
Oversee the effective implementation of the health, safety, security, and environment system through safety audits for both internal stakeholders and contractors.
Review the accident record and apply the necessary preventive measures.
Qualifications:
Bachelor’s degree in Engineering, or related.
Fifteen (15) years relevant of experience in construction project, maintenance, and operations engineering.
Minimum (7+ years) experience in leadership position.
Ability to work with multiple projects.
Must be clearly recognized as an expert in his engineering field.
