QSA Engineer (Quality Control) – Marine & Offshore

Reporting Structure

• Reports To: Head of QSA
• Direct Reports: NDT Supervisors

Job Summary and Purpose
As a Subject Matter Expert (SME) in quality control, the QSA Engineer is responsible for executing the Quality Control (QC) strategy in close coordination with Operations for Marine and/or Offshore business. This role ensures compliance with Integrated Management System (IMS) policies and procedures and is frequently assigned specific projects to establish quality control measures that meet or exceed customer expectations.

Key Accountabilities

1. Continuously review quality control processes, procedures, and capabilities to identify cost-effective and efficient methods for meeting quality requirements, and provide recommendations for improvements.
2. Review client quality control requirements and ensure that documentation for projects meets contractual obligations.
3. Conduct final inspections of outgoing/finished products/services in accordance with applicable quality standards and customer specifications.
4. Perform corrective actions and root cause analysis of project-related issues, and secure client approval. Identify root causes and instigate permanent corrective actions for quality issues.
5. Assist QSA management in preparing and achieving section goals by monitoring project KPIs to ensure targets are met.
6. Lead and participate in section initiatives (e.g., quality alerts, walkthroughs, technical education).
7. Coordinate quality stand-downs for project activities as required.
8. Coordinate and organize external and internal project audits.
9. Work with client representatives to conduct stage-wise inspections as per the Inspection & Test Plan (ITP).
10. Collaborate with other sections for NDT requirements for project activities.
11. Foster a culture of safe and productive work through role modeling company values.
12. Ensure employees and contractors identify and mitigate hazards and risks with control measures, including preparing fit-for-purpose work permits and risk assessments.
13. Conduct briefings for the section to ensure compliance with IMS, policies, procedures, and work instructions.
14. Maintain a stimulating and challenging work environment by providing coaching, support, and communication to help team members achieve their full potential.
15. As an SME, review project work-breakdown structures (WBS) to identify QSA resource needs and advise QSA management on manpower requirements for the project.
16. Monitor and report quality control progress, addressing any potential discrepancies regarding timelines and budgets. Ensure the completion of the project within the agreed timeframe and man-hours.
17. Monitor forecasts against actual outcomes to ensure customer requirements are met, seeking alternative cost-effective solutions when necessary.
18. Conduct project quality awareness programs.
19. Prepare project documentation and submissions.
20. Participate in the preparation and dissemination of project lessons learned.
21. Perform other responsibilities and duties as assigned.

Qualifications, Experience, and Job Skills

• Qualifications: Degree or Diploma in Mechanical Engineering or Equivalent
• Experience: Minimum 5 years of relevant experience, with at least 2 years in a lead position. Minimum 3 years of relevant experience in offshore structures, marine refit/retrofit, or new building fabrication and installations.
• Certification Scheme for Welding Inspection (CSWIP) 3.1 or equivalent
• Experience in coordination, inspection, and reporting according to the Inspection & Test Plan (ITP) to manage quality and delivery of assigned projects.

5. مساعدة إدارة QSA في إعداد وتحقيق أهداف القسم من خلال مراقبة مؤشرات الأداء الرئيسية للمشاريع.
6. قيادة والمشاركة في المبادرات الخاصة بالقسم (مثل التنبيهات النوعية، والجولات التفتيشية، والتعليم الفني).

المؤهلات والخبرة والمهارات

• المؤهلات: درجة أو دبلوم في الهندسة الميكانيكية أو ما يعادلها
• الخبرة: حد أدنى 5 سنوات من الخبرة ذات الصلة، مع ما لا يقل عن سنتين في منصب قيادي.
• شهادة Scheme for Welding Inspection (CSWIP) 3.1 أو ما يعادلها
• خبرة في التنسيق والتفتيش والإبلاغ وفقًا لخطة الفحص والاختبار (ITP).
