1. Contracts Manager
We are seeking a highly experienced Contracts Manager to join our team and support the successful delivery of major infrastructure and building projects. This role is pivotal in ensuring full contractual compliance throughout all project stages, safeguarding the interests of the Public Works Authority (PWA). The successful candidate will also be responsible for drafting and reviewing contractual correspondence as required.
Key responsibilities and duties are listed, but not limited to, the below:
- Develop and implement contract strategies, policies, procedures, and best practices across the Programme and individual projects.
- Serve as the first point of escalation for contractual disputes.
- Administer project-related bonds, insurances, guarantees, and similar instruments.
- Review and ensure compliance of variation requests, addenda, extensions of time, and claims with the Authority’s policies.
- Validate data sources used for calculating contractual KPIs.
- Provide expert support to the Commercial Manager on contractual and commercial matters.
Candidate Specifications
- Extensive post-graduate experience in major infrastructure or building programmes.
- Proficient in MS Office and project management software.
- Strong understanding of international contracting mechanisms (e.g., FIDIC, governmental forms).
- Skilled in drafting contractual correspondence for review.
- Experience working with government agencies and clients on PPP projects is highly desirable.

2. Senior Strategy and Transformation
The successful candidate will join an award-winning Technical Advisory Team to support enhanced client engagement, support work winning, project delivery and to facilitate the expansion of our services.
Key responsibilities and duties are listed, but not limited to, the below:
- Support the delivery of technical advisory services across various sectors in the transaction advisory consulting market with a focus on PPP transaction advice to government agencies, developers and lenders in the GCC.
- Support the delivery of a portfolio of PPP Transactions across the project(s) lifecycle(s) including, but not limited to;
- Business Development, Bid Preparation & Delivery;
- Needs Assessment (Supply & Demand Analysis);
- Feasibility Studies & Market Studies;
- Project Concept & Optioneering Studies;
- Technical Due Diligence coordinating and liaising with multi-disciplinary engineering teams from across the Mott MacDonald global business
- Business Case Preparation (inc. development of cost inputs, design, development, commissioning and operational assumptions, risk register preparation, payment mechanism development and VfM Assessment);
- Tender Document Preparation (inc. Output Specifications, Procurer Requirements)
- Tender Process Management (EoI, RfQ and RfP);
- Tender Evaluation and Negotiation;
- Commercial & Financial Close; and
- Contract Management Unit Activities, post Financial Close.
- Support structured analyses and assessments, and contribute to the development of reports to a high-quality, with particular attention to structure, clarity of argument and presentation.
- Work under the direct of subject matter experts in delivering assessments to our clients on the optimal technical solution, risk allocation, procurement route etc for their asset type.
- Work collaboratively with Financial and Legal Advisors to develop comprehensive solutions

Candidate specifications
- A Bachelors and/or Master’s engineering or technical related degree or equivalent.
- Consulting experience in providing technical advisory services for private, public sector and multilateral international finance institutions.
- A broad understanding of the fundamentals of PPP Technical Advisory consulting
- Experience in the assessment of risks and priorities associated with project development, investment or delivery, in the context of project feasibility and procurement; due diligence; assurance; or monitoring and evaluation.
- Competent in the delivery of detailed analysis in reports and presentations to customers.
- Capable of working with little or no supervision.
- Proficiency in Arabic is preferred due to the nature of the role and the need to engage effectively with Arabic-speaking stakeholders; however, this is not mandatory.
3. Technical Principal Strategy and Transformation
We are seeking a senior-level technical advisor with deep expertise in PPP transaction advisory to lead and deliver complex infrastructure projects across the GCC. This role is ideal for a consulting professional with anengineering / technical background and a passion for shaping public-private partnerships that drive sustainable development. The successful candidate will have a minimum of 14 years of professional experience in the sector providing consulting services in infrastructure, transportation, energy or the built environment. GCC experience is preferred, however, this is not essential.
