Required jobs in Ministry of Public Health and their details:

1. Manager Health Programs

The job holder shall be responsible for developing, implementing and promoting initiatives to improve various health portfolio/programs and spread awareness through conducting campaigns for well-being of the community. The job holder shall execute and monitor health projects, programs, and services that increase engagement, participation and reduce health risks and deliver key presentations to the leadership team and oversee the development and implementation of education and training initiatives for various health programs.

Key Roles and Responsibilities:

  • Build, activate and manage a network of national health organizations to guide and support various Health program to elevate leadership across the health sectors.
  • Engage the Health sector leaders in activities that build support, capacity and collective action for the program and sector sustainability in general.
  • Collaborate with the Health program team and partners to develop relevant program content that supports for Health engagement efforts.
  • Plan and produce quarterly/Annual Leadership Health Program meetings to discuss the engagement, participation and health risks.
  • Work with internal staff and external partners to develop and support collaborative events, meetings, activities, and communications.
  • Develop a Health program strategy in collaboration with Director which contributes in development and implementation of various Health programs.
  • Participate in staff and other organizational meetings to review progress and deliverables, share knowledge and new trends in Health Programs.
  • Develop and manage program budgets and forecasts.
  • Manage and execute end to end health programs in close collaboration with the Health program team.
  • Oversee the program’s media related activities, including stakeholder engagement.
  • Ensure strong relationship is held with stakeholders, implementing organizations, governments, and private sector partners.
  • Engage in researching and scoping opportunities and new ideas to ensure MOPH is bringing latest analysis and solutions, and at the same time ensuring alignment with the policies and strategic plans.
  • Scope and design new programs – conduct rigorous background research, stakeholder consultations, develop programs and metrics, etc. that are in line with the overall strategy.
  • Build the Program management from end-to-end including design, budget development, planning, execution, and reporting.
  • Monitor implementation of the health programs through day-to-day coordination, analysis and review of data etc.
  • Identify and analyze areas of risk and advise solutions and preventative measures relate to the goals of the program.
  • Design and deliver education and training initiatives for various Health Programs.
  • Ensure effective public health governance meetings are taking place (Public Health Implementation Group (PHIG) and Public Health Committee (PHC)), and support preparation of required material.
  • Perform other related duties to meet the ongoing organizational needs.
  • Bachelor’s degree in healthcare management or other health related field.
  • Project Management certificate or related years of experience
  • Minimum of 8 years in managing health related portfolio/programs

2. Specialist, Healthcare Risk Management

The job holder shall be responsible to assist in assessing the healthcare risks to healthcare workers, patients and the public in health care facilities and mitigate the potential risks and liabilities a healthcare facility might face as well as involve in developing policies that can improve both patient care and employee safety.

Key Roles and Responsibilities:

  • Involve in the development and administration of the national healthcare risk management program.
  • Work collaboratively with others across the MOPH to formulate, implement, and evaluate strategic plans, goals and objectives for healthcare risk management, in consistent with the MOPH mission, vision and values.
  • Manage the projects and strategic initiatives related to healthcare risk management.
  • Ensure the implementation of policies and procedures on healthcare risk management in consultation with other stakeholders within the MOPH and across healthcare providers.
  • Assist in developing healthcare risk management education and training programs and training across the State of Qatar to build capacity in the sector.
  • Define the goals and objectives for the healthcare risk management unit and develop long term plans and directs day-to-day operations.
  • Evaluate healthcare facilities risk management programs and provide recommendations on how to identify and proactively mitigate potential risk events.
  • Assist program and service teams within the MOPH and across the healthcare sector in defining and achieving specific risk management goals and objectives.
  • Coordinate and develop MOPH responses to reports or requests for information from other MOPH departments and any external agencies, such as World Health Organization, International Health Relations, etc.
  • Participate in delivering educational programs, initiatives and materials related to risk management.
  • Facilitate the identification and investigation of systems issues arising from the monitoring of critical incidents, risk events, quality and patient safety indicators, or any other internal or external resource.
  • Investigate and provide recommendations to reported events resulting in actual or potential injury to patients and/or visitors, including root cause analyses as needed.
  • Communicate the outcomes of national risk management plan and accordingly generate recommendations and proposals. changes, policies, or programs that could prevent future errors.
  • Help to spread “lessons learned” from adverse events, as well as successful initiatives, to all national healthcare organizations.
  • Generate regular risk management reports to be submitted to the MOPH executive board as well as the providers and any other relevant parties.
  • Maintain the MOPH Healthcare Risk Register.
  • Perform other duties as requested to meet the ongoing organizational needs.

3. Specialist, Health Analytics and Reporting

The job holder shall be responsible to develop the process for accurate data, modelling, reporting and analysis which provide meaningful insights on data sets and ensure data accuracy and consistent reporting by designing and creating optimal processes and procedures for analytics.

Key Roles and Responsibilities:

  • Ensure data management policies regarding protection and data security are followed.
  • Manage data expiry practices and establish processes for data archival and expiry.
  • Manage the data collection and determine the sample size for the research studies.
  • Maintain dashboards to visualize data utilizing.
  • Update computer data file structure, programs, and maintain complex statistical databases.
  • Assist in developing the implementations and monitoring of the performance monitoring plans and systems for gathering, reporting, and analyzing performance data for impact and sustainability of project implementation
  • Develop reports of analytical initiatives to stakeholders in cross functional departments.
  • Prepare training material for senior management,
  • Ensure accuracy and compliance of data and deliverables with comprehensive policies and processes.
  • Draw conclusions and make recommendations from the various sources of data and information available.
  • Perform other duties as requested to meet ongoing organizational needs.

4. Lead, Infection Prevention and Control (IPC)/AMR

The job holder shall establish robust national level infection prevention and control (IPC) program and Antimicrobial Resistance (AMR) program that are up to the international best standards; support and guide healthcare services through programs related to infection prevention & control (IPC) and Antimicrobial Resistance (AMR) to provide high quality and safe healthcare system as well as develop and continually update guidelines for healthcare associated infection surveillance, prevention, IPC best practice and AMR. 
The job holder shall build the national capacity through training and education programs in IPC & AMR with continued awareness activities for healthcare professionals and public across the country in alignment with the goals of Healthcare Quality and Patient Safety department and Qatar’s National Health Strategy (NHS). 

Key Roles and Responsibilities:

  • Work with the head of healthcare quality and patient safety to link national IPC program and activities to the MOPH strategic plans and objectives.
  • Guide the healthcare sector in Qatar in the field of IPC through development of a comprehensive standardized program for IPC at the national and facility level.
  • Establishes, formulates and implements the national IPC guidelines with focus on imparting knowledge and skills to Healthcare Practitioner across State of Qatar. 
  • Establishes, formulates and implements a national educational plan for healthcare practitioners regarding infection prevention and control and AMR. 
  • Establishes, maintains and evaluates national standards related to infection prevention and control and AMR. 
  • Conducts surveillance to determine status and operational challenges of infection prevention and control. 
  • Monitors and evaluate ongoing infection control programs at national level. 
  • Monitors trends in infectious prevention and control, outbreaks, and health conditions across the country and recommend training in accordance to the current trends. 
  • Establishes and monitors infection control measures across all healthcare providers in Qatar to ensure effective policies are in place and audited. 
  • Develops effective methods for communicating infection control information between MOPH and healthcare organizations in Qatar and other relevant entities. 
  • Develops short- and long-term plans that are comprehensive, realistic and support results, and integrates planning effort across work units. 
  • Organizes events and actions, in support of the plans that lead to desired results. (Quality Patient Safety week, Qatar IPC week, World Antibiotic awareness Week, World Hygiene Day..) 
  • Encourages and oversees the participation in appropriate research opportunities related to infection prevention and control and AMR. 
  • Ensures the involvement of Public and patient in infection prevention and control and AMR related issues. 
  • Participate in organizing of National Infection Control and National AMR committee meetings. 
  • Contribute in developing and establishing a National multi – sectoral Antimicrobial resistance program. 
  • Contribute in developing National AMR surveillance system and national antimicrobial stewardship program.
  • Actively participate in emergency preparedness and response as well as implementation of International Health Regulations (IHR) 2005
  • Facilitate and coordinate the work of the national IPC and National AMR committee
  • Actively participate in the National Committee for the Prohibition of Weapons (NCPW) and in any relevant national committees
  • Contribute to Quality and patient safety initiatives. 
  • Communicate and coordinate the work with national, regional and international organizations (GCC, WHO, CDC). 
  • Oversees all aspects of IPC and AMR program implementation to facilitate the realization of the program goals and outcomes. 
  • Collaborate with the other units in Healthcare Quality & Patient Safety Section to achieve its’ goals and objectives
  • Manage the team of IPC to achieve the goals and objectives of the service
  • Perform other duties as requested to meet the ongoing organizational needs.
