1. Subject Matter Expert - Billing & Insurance (CIS)

The incumbent will be responsible for working within a busy project office to support delivery teams on major clinical information systems or Billing systems implementation. The incumbent will work directly under the Subject Matter Expert of his/ her area of solution specialty. The joint Solution Team work with the Cerner (supplier) Project Managers to ensure successful implementation of the CIS Program.

Key Accountabilities & Duties:

  • Implement new designs/upgrades to existing systems.
  • Assist in development and maintenance of procedures, standards, and controls to ensure the integrity, reliability, and security of the hospital’s information assets.
  • Familiar with pertinent process and procedures and related programming practices, software, and hardware to provide required analysis of users problems.
  • Test and debug computer programs are maintained internally or software patches & Fixes sent by software Vendors before placing it to production environment.
  • Interact with end-users to transform their business requirements into functional specifications and to pass it to Technical Staff or Software vendors.
  • Participate in the development of training materials and assist in conducting training and workshop to end–users for the use of computer applications.
  • Participate in analyzing current and proposed departmental / user software systems.
  • Work with clinical end users to document business processes and guide them through complex application functionality.
  • Interact with hardware and software vendors/contractors to solve installation, configuration and operational problems. Identify problem trends and provide information that can be used to eliminate recurring problems.
  • Implement application security and create user access & user menus as required.
  • Assist in developing training plans and delivery of training programs
  • Demonstrate proactive approach to patient safety by thinking what might go wrong in all your undertakings and take necessary measures to prevent them from happening.

2. Application Specialist - Billing & Insurance

The Application Specialist – Billing & Insurance will be a techno-functional role within the HICT department, primarily responsible for supporting the configuration, maintenance, and troubleshooting of Health Insurance, Billing and Revenue Cycle Management (RCM) systems at PHCC. The role will focus on ensuring smooth insurance workflows within IT systems, assisting internal teams, and ensuring compliance with healthcare insurance regulations.
The individual will work closely with internal IT teams, business stakeholders, and end-users to ensure system performance, troubleshoot technical issues, and support process improvements. This role requires strong technical skills, a foundational understanding of health insurance processes, and experience in working with RCM and billing systems, particularly within Cerner EMR and other integrated healthcare platforms. The Application Specialist will report to Health insurance Project Manager.

Key Accountabilities & Duties:

  • Assist in the configuration, maintenance, and troubleshooting of RCM, Billing,and Insurance systems to ensure compliance operational requirements.
  • Support billing rules setup, corporate accounts, exemptions, markups, and pre-authorization workflows as per health insurance standards.
  • Provide support for claims lifecycle processes, including eligibility checks, pre-authorizations, billing, coding, claim submissions, and remittance processing.
  • Support the integration of insurance data with internal EMR and financialsystems, with a focus on Cerner workflows.
  • Collaborate with Finance and Insurance teams to document businessrequirements and assist in translating them into system workflows.
  • Prepare and execute test cases for System Testing, User Acceptance Testing(UAT), Unit Testing (UT), and Functional Testing (FT), focusing on systemfunctionality and compliance.
  • Provide end-user training and support, including the development of trainingmaterials for system functionalities related to insurance workflows.
  • Assist in data migration tasks, including preparing data migration templates anddata collection worksheets to ensure seamless system transitions.
  • Perform Master Data Mapping for insurance-related workflows, ensuring dataconsistency across systems.
  • Prepare functional documentation, including SOW, workflows, and best practice.
  • Provide on-site and remote support during go-live and post-go-live phases toensure operational stability.
  • Willingness to work in shifts to support critical project and operational needs

3. Cyber Security Specialist

The Cyber Security Specialist plays a critical role in safeguarding PHCC’s information systems and data. The incumbent is responsible for implementing and maintaining effective cybersecurity measures to protect PHCC’s IT infrastructure from threats, monitoring for security incidents, and ensuring compliance with PHCC’s information security policies and any relevant regulations. This role involves identifying and analyzing vulnerabilities, responding to cyber incidents, and continuously strengthening PHCC’s security posture – thereby supporting the continuity of PHCC’s operations and the protection of sensitive patient and corporate information.

Key Accountabilities & Duties:

  •  Security Monitoring Processes: Develop and implement processes for detecting, identifying, and analyzing security-related events.
  •  Security Policies: Ensure the development and implementation of PHCC’s information security policies and procedures, and update them as needed in light of changing circumstances, best practices, or regulatory directives.
  • Compliance Monitoring: Monitor compliance with PHCC’s information security policies and procedures, and report or escalate issues noted to the appropriate divisional or departmental heads.
  •  Access Control Oversight: Monitor controls in place (manual and system) to ensure that appropriate information access levels and security clearances are maintained.
  •  Regulatory Awareness: Monitor changes in legislation and accreditation standards that affect information security, and ensure PHCC’s security practices remain compliant with any new requirements.
  • Risk Management Integration: Ensure that risk identification, analysis, and mitigation activities are integrated into the information security life cycle.
  •  Security Architecture: Ensure the adequacy of the network security architecture (including LAN, WAN, and internet protections) and network access controls; manage or recommend security devices and configurations (firewalls, intrusion detection/prevention systems, VPN, etc.) to safeguard the environment.
  • System Security Reviews: Assess the adequacy of security frameworks and measures for existing and new systems, and recommend improvements or new controls as necessary.
  • Training & Awareness: Initiate, facilitate, and promote activities to foster information security awareness within PHCC. This includes helping develop best-practice guidelines and conducting or coordinating cybersecurity awareness training for employees to reduce the risk of security breaches due to human error.
  • Security Systems Administration: Support day-to-day administration of various security systems and tools, including firewalls, Active Directory security controls, email security gateways, antivirus/endpoint protection, and Linux/Windows server security configurations. Ensure these systems are configured and operating in line with PHCC’s security policies. 
  •  Network Security Configuration: Provide technical support and consultation for enhancements or changes to network security configurations, such as firewall rule updates, access control adjustments, and secure network design changes, ensuring that any changes do not compromise security. 
  •  Incident Response: Investigate and respond to security incidents and alerts in a timely manner. This includes analyzing security events (e.g. alerts from SIEM or other monitoring systems), containing and eradicating threats, and coordinating with relevant ICT teams (Systems, Network, Helpdesk) to remediate and recover from incidents. Document incidents and remediation actions for lessons learned and reporting. 
  •  Continuous Improvement: Stay current with emerging cybersecurity threats and vulnerabilities (e.g. new malware, attack techniques) and advise on or implement appropriate countermeasures. This may involve applying security patches, updating configurations, or deploying additional controls to continually improve PHCC’s security posture.
  • Proactive Approach: Demonstrate a proactive approach to patient safety by considering what could go wrong in all undertakings and taking necessary measures to prevent errors. 
  •  Reporting: Identify and report potential or actual patient safety concerns, errors, or near-misses in a timely manner. 
  •  Policies & Protocols: Follow patient safety–related policies, procedures, and protocols at all times.

This role is responsible for supporting the planning, execution, and monitoring of IT projects to ensure they are completed on time, within scope, and within budget. This role involves coordinating tasks, managing project documentation, and facilitating communication between stakeholders, including IT teams, vendors, and business units.
The IT Insurance Project Coordinator plays a key role in identifying potential risks, tracking project progress, and ensuring adherence to organizational and regulatory standards. This position requires strong organizational, problem-solving, and communication skills, along with a solid understanding of IT project management principles and tools. The IT Insurance Project Coordinator will be reporting to Health insurance Project Manager.

Key Accountabilities & Duties:

The role will play a crucial role in managing, implementing, and supporting IT systems related to Health Insurance at PHCC. This role requires a strong blend of project management expertise, technical knowledge, and deep understanding of the health insurance landscape to ensure successful system integrations and project deliveries. If required, the individual will also oversee multiple healthcare IT projects, focusing on optimizing and integrating health insurance-related IT systems, ensuring compliance with regulatory standards.
Reporting to a Health Insurance Project Manager, the IT Project Manager will assist in managing and supporting ongoing projects related but not limited to Cerner EMR Health Insurance Optimization, Revenue Cycle Management, Integration to ensure the smooth execution of multiple projects and programs of Health Insurance

Key Accountabilities & Duties:

  • Collaborate with vendors to plan, execute, and complete Information Technology(IT) & Clinical Information Projects related to health insurance digitalization,ensuring delivery on time, within scope, and aligned with organizations strategicobjectives.
  • Oversee health insurance digitization projects assigned by the Health InsuranceProject Manager including EMR optimization, system integrations, andimplementation of insurance requirements across multiple systems within theCIS ecosystem to meet health insurance regulations.
  • Take proactive ownership of Project activities related to the Technology Streamand ensure project tasks and milestones are met successfully throughcoordination with all stakeholders.
  • Proactively identify project risks, formulate mitigation strategies, and work withvendors/stakeholders and the Project Manager to minimize risk impact andensure timely project completion.
  • Report regularly to the Health Insurance Project Manager regarding projectstatus, issues, and risks, ensuring alignment with overall project goals.
  • Ensure Project related issues are addressed promptly and provide contingencyplans as necessary to keep the project on track.
  • Maintain project documentation, status reports, meeting minutes, and projectartifacts (including scope, schedules, risk logs, and change controldocumentation) to ensure transparency and accountability throughout theproject lifecycle.
  • Oversee the project lifecycle using Agile, Waterfall, or Hybrid methodologies,ensuring successful delivery within defined timelines and budgets. This includesfacilitating sprint planning, retrospectives, and managing sprint cycles.
  • Oversee vendor management, ensuring the integration of multiple vendorsystems, ensuring compatibility and seamless communication betweenhealthcare IT systems, and working with vendors to ensure compliance withcontract terms and service level agreements.
  • Provide on-site support during system go-live and critical project phases,ensuring system functionality and successful project deployment.
  • If required, oversee multiple Projects under the umbrella of Health Insurance ITdigitization.
  • Act as the main point of contact during planning, execution and deploymentphase of Project
