1. Warehouse Supervisor RLP

Supervise all warehouse transactions/activities to meet the operational and quality requirements of receiving, inspection, storing, preserving, reporting and issuing materials/assets of the company, maintain and improve the warehouse infrastructure, monitor and control various aspects of inventory, develop constructive working relationships and addressing staff challenges to achieve high levels of end user satisfaction. 

KEY ACCOUNTABILITIES

  • Strategy and Performance Management
  • Contribute to the development and execution of the Department short to mid-term strategic plan to ensure alignment with the Department’s strategic priorities, and the corporate goals.
  • Development annual business plans for the assigned areas of responsibility to support the achievement of financial and strategic objectives of the Departments.
  • Monitor, control and report key performance indicators related to the assigned area in order to track performance and recommend corrective actions.
  • Develop a systematic approach for evaluating and prioritizing initiatives that directly support the Q-Chem strategic objectives.
  • Monitor industry developments and trends to stay ahead of other companies.
  • People Management
  • Supervise the activities and work performed by assigned resources to ensure that it is carried out safely, in an efficient and effective manner, in line with the annual business plans, and departmental policies and procedures.
  • Recommend training and development interventions for team members to build their capabilities.
  • Supervise the performance management process by setting annual objectives, and developing staff through mentoring, coaching and constructive feedback.
  • Warehouse Transactions and Documentations
  • Develop warehouse operation strategy with the goal to control costs within approved budget, generate savings, rationalize inventory.
  • Review and approve all transactional documents to control and properly document daily warehouse transactions.
  • Collect data and submit warehouse statistics (variance, stock value, metrics, etc.) in order to monitor warehouse transactions/activities.
  • Supervise all the warehouse activities and assign tasks in the EWM to ensure that fair load distribution between the teams.
  • Coordinate with end-user for inspections of newly received materials, preservation requirements, issuing plans, movement of the refurbishment materials …etc. and resolve any issue to ensure smooth operations.
  • Plan the resources required for any projects and tasks and ensure that proper approvals are granted
  • Approve the timesheet and overtime after review for all assigned resources.
  • Approve the invoices for any services performed within the warehouse under any contact before posting the SES.
  • Ensure the compliance with the safety and regulation and report any near-miss or incident immediately, contribute to identify the core cause, identify the required actions and the implementation plans.  
  • Implement improvement systems, processes and stoking plans to reduce the movement and operation cost.
  • Comply with Chemicals, Catalysts and Additives (CC&A) receiving, preservation, stocking and issuing procedures and safe handling of the Chemicals.
  • Manage the external storage and local services contracts.  
  • Coordinate with any stakeholders for escorting (inside or outside the fence), gate pass of any type of materials.
  • Inquiries and Communications
  • Coordinate and facilitate the movement of loan materials from QatarEnergy or its affiliates.
  • Liaise with Contractors regarding SES and payment processes.
  • Collaborate with End-users and Production Planning to ensure proper coordination of all activities.
  • Engage with the Procurement team to provide any required vendor data.
  • Work closely with the Finance department to deliver necessary reports.
  • Coordinate with freight forwarders for escorting and urgent shipment arrangements.
  • Communicate with the Security department for any gate pass or exit permit issues.

  • Identification the opportunities for the continuous improvement of departmental systems, policies, processes and practices taking into account ‘international leading practices’ in order to improve productivity and operational efficiency.
  • Provide critical input to support the development of Section’s systems, policies, processes, and procedures in order to meet business requirements.
  • Ensure team members comply with all Section’s policies, processes, standard operating procedures and instructions so that work is carried out in a controlled and consistent manner.

  • Ensure compliance with regulatory requirements and relevant quality, health, safety, security and environmental procedures and controls across the Section to guarantee employee safety and delivery of high-quality products/services.

  • Education
  • Required (Qualification1 / Discipline): Bachelor’s degree in Business Administration or Engineering.

  • Experience
  • Required (Years2 / Job Level3 / Industry): 5 – 7 years of experience in the O&G Industry, out of which 2 years at a Specialist / Professional level or at least 3 years working experience in Q-Chem/RLOC materials warehouse.

2. Lead Instrument & Electrical Engineer RLP

Develop, Lead and Implement Reliability improvement initiatives, Strategies and Roadmaps to improve Reliability of Instrument and Electrical (I&E) assets of plants utilizing acquired knowledge, experience & effective decision making. Responsible for identifying and managing risks that could adversely affect plant assets or business operations through fault elimination, risk management, life cycle management and performance monitoring and improvement. As lead of the group, provide Technical and Administrative support to I&E Reliability Engineers and Technicians of I&E Reliability Group.

KEY ACCOUNTABILITIES

  • People Management
  • Act as technical authority and provide high level technical support and guidance to the team in conducting the business in an effective manner.
  • Supervise the activities and work performed by direct reports to ensure that these are carried out in an efficient and effective manner, in line with the annual business plans, and departmental policies and procedures.
  • Recommend training and development interventions for team members to build their capabilities.
  • Instrument & Electrical Asset Integrity Management  
  • Lead Technical department efforts to ensure integrity and reliability of all I&E assets of the company. This includes but not limited to development of reliability improvements engineering solutions for repetitive failures and all other problems that adversely affect plant equipment operations.
  • Responsible to develop and implement comprehensive short- and long-term reliability plans based on data derived through a variety of failure and life cycle analysis techniques; as well as information gained through troubleshooting, historical records and existing performance measurement systems.
  • Lead Reliability Improvement efforts of the plant from the platform of Reliability Improvement Teams (RITs)
  • Apply proactive reliability processes (i.e., criticality ranking, bad actor focus, root cause failure analysis, reliability cantered maintenance) to ensure long term reliability.
  • Lead RCA's in the area of expertise and report outs. Compile recommendations and implementation/close-out follow-up.
  • Lead the efforts for Planning, development, documentation and institutionalization of Instrumented Protective Systems (IPS) related work processes in the company to comply with regulatory requirements mandated both by International Standards (IEC61511/ISA 84) and Company Standards RMS 5700.
  • Coordinate, mentor and guide I&E Reliability Engineers, Technicians and developees in order for them to evolve in their jobs and guarantee quality levels of the service provided.
  • Leads efforts in diagnosing complex electrical/electronic system malfunctions and prescribes repairs or changes in work practices.
  • Follow-up on recurring equipment failures, determine root causes and identify actions to prevent reoccurrence. Develop engineering solutions for chronic and sporadic reliability problems and work with production, and maintenance to implement solutions. This would include helping to build and upgrade maintenance procedures and auditing to ensure improvements are sustained.
  • Provide leadership to organization on the latest reliability and maintenance technologies and best practices.
  • Continuously seek new technology and improvement practices
  • Perform routine analysis of equipment performance and equipment integrity and report against key performance indicators.
  • Provide input as needed on projects to ensure design and reliability issues are considered and addressed on new projects.
  • Responsible to provide guidelines for adherence to Life Cycle Asset Management process throughout the entire life cycle of new and old assets.
  • Participates and provides input to Risk Management activities that will anticipate reliability-related, and non-reliability-related risks that could adversely impact plant safety and operation.
  • Act as Subject Matter Expert (SME) for MOCs, guidance and training.

  • Identify and Incorporate opportunities for the continuous improvement of departmental programs, policies and procedures in alignment with corporate’s manufacturing Standards, operational excellence guidelines and procedures and RAGAGEP (Recognized and Generally Accepted Good Engineering Practices) in order to improve Integrity, Reliability and operational efficiency.
  • Ensure team members participation and compliance in developing all Section’s Programs, policies and procedures identified above so that work is carried out in a controlled and consistent manner.

  • Identify budgetary items / elements relevant to I&E Reliability group and prepare sections annual budget estimations.

QUALIFICATIONS & EXPERIENCE

  • Experience
  • Required (Years2 / Job Level3 / Industry): 7 – 10 years of experience in Technical I&E function preferably in O&G Industry, out of which 2-3 years at a similar position.

  • Expertise in electrical equipment condition monitoring & analysis techniques, failure mode and effect analysis, oil analysis, root cause analysis and Reliability Analysis
  • Hands-on experience in preventive maintenance auditing and drafting/management of inspection policies and procedures.
  • Working Knowledge on International Standards related to I&E Equipment design and maintenance such as IEC, IEEE, ISA, FCI etc as well as Functional Safety standards IEC61511/ISA 84.
  • In-depth understanding of process safety, engineering control principles, and OSHA, NFPA and ANSI regulations.
  • Functional Safety Certification as Functional Safety Engineer (FS Eng)
