Turnaround Engineer-Static
Details
The Turnaround Engineer-Static is responsible for ensuring all assigned tasks are planned systematically, efficiently, and economically, aiming to improve safety, quality, and reliability within the Production Plants. This role involves developing scopes of work based on site inputs and inspection reports, preparing budgetary estimates, and closely collaborating with maintenance teams, technical teams, and contractors to update the master plan for Turnaround and non-Turnaround activities. The engineer will also coordinate with HSE, Logistics, and other departments before execution to ensure all activities comply with QAFCO’s Occupational Health, Quality, Safety, and Environmental procedures.
Responsibilities

Develop Turnaround scope, including contract requirements, well in advance according to agreed milestones.

Ensure work pack and personnel mobilization plan for unit shutdown and total Turnaround windows.

Provide technical input for tender plans, technical evaluations, and presentations on contracts related to Turnaround in your area.

Coordinate periodical meetings with all involved trades for overall, area coordination, scope challenges, and LS contractor coordination.

Identify and ensure timely ordering of required resources such as manpower, logistics, specialists, services contracts, and spare parts.

Review and ensure the schedule is prepared for all Turnaround scope of work in your area of responsibility.

Ensure the correct application of the Turnaround Management System.

Work with business area owners to develop and align timings, durations, and budgets for planned Turnaround activities in your area.

Implement execution strategy for Turnaround, including detailed schedules, resource optimization, and communication among all stakeholders.

Identify risks and implement effective mitigation measures.

Ensure smooth coordination among all stakeholders to ensure the timely completion of all Turnaround scope work.

Lead all trades and contractors to ensure proper alignment in planning and execution activities.

Handle unforeseen/emergent work during Turnaround after obtaining necessary approvals.
-
Overall coordination of maintenance activities during plant unforeseen shutdowns.
-
Monitor and coordinate all Turnaround activities, including projects and inspections.

Liaise with relevant teams for Turnaround preparation activities and ensure timely progress reporting.
Desired Candidate Profile
-
Bachelor’s Degree in a relevant discipline.
-
Minimum of 7 years proven relevant experience in similar roles, preferably in Fertilizer companies.

Strong understanding of Static Equipment for major inspections and repairs during Turnaround, including reformers, converters, high-pressure exchangers, columns, vessels, drums, HP special valves, piping, etc.

Experience with SAP/4 HANA EAM and Primavera P6 is an advantage.

يعد مهندس Turnaround-Static مسؤولًا عن ضمان تخطيط جميع المهام الموكلة بشكل منهجي وفعّال واقتصادي، بهدف تحسين السلامة والجودة والموثوقية في مصانع الإنتاج. يشمل الدور تطوير نطاق العمل استنادًا إلى مدخلات الموقع وتقارير الفحص، وتحضير التقديرات الميزانية للمواد وطلبات الخدمة، والتعاون بشكل وثيق مع فرق الصيانة والفرق الفنية والمقاولين لتحديث خطة العمل الرئيسية للأنشطة المتعلقة بـ Turnaround أو غير المتعلقة بها. كما سيقوم المهندس بالتنسيق مع قسم الصحة والسلامة والبيئة (HSE)، واللوجستيات، والتخصصات الأخرى قبل التنفيذ لضمان التزام جميع الأنشطة بإجراءات الصحة المهنية والجودة والسلامة والبيئة في QAFCO.
المسؤوليات

تطوير نطاق Turnaround بما في ذلك متطلبات العقود مسبقًا وفقًا للمعالم المتفق عليها.

المشاركة والتنسيق في الاجتماعات الدورية مع جميع التخصصات المعنية لضمان التنسيق العام، وتنسيق المناطق، وتحدي النطاق وتنسيق المقاولين.

تحديد والتأكد من توفير الموارد المطلوبة مثل القوى العاملة، اللوجستيات، المتخصصين، عقود الخدمات، وقطع الغيار وتوفيرها في الوقت المحدد.

مراجعة وضمان إعداد الجدول الزمني لجميع مهام الـ Turnaround في مجال المسؤولية.

ضمان الامتثال والتطبيق الصحيح لنظام إدارة Turnaround.

العمل مع أصحاب الأعمال في المجالات لتطوير وضبط توقيتات ودوران الميزانيات للأنشطة المخططة في مجال المسؤولية.

تنفيذ استراتيجيات تنفيذ نطاق Turnaround، بما في ذلك الجداول التفصيلية، وموارد التحسين، والتواصل الفعال بين جميع الأطراف المعنية.

درجة بكاليريوس في تخصص ذو صلة.
