Senior Strategy and Transformation
Responsibilities:
- Support the delivery of technical advisory services across various sectors, focusing on PPP transactions for government agencies, developers, and lenders in the GCC.
- Support a portfolio of PPP transactions across the project lifecycle, including:
- Business development, bid preparation, and delivery.
- Needs assessment (supply & demand analysis).
- Feasibility and market studies.
- Project concept and optioneering studies.
- Technical due diligence, coordinating with multidisciplinary engineering teams.
- Business case preparation (cost inputs, design, commissioning, operational assumptions, risk register, payment mechanism, VfM assessment).
- Tender document preparation (output specifications, procurer requirements).
- Tender process management (EoI, RfQ, RfP).
- Tender evaluation and negotiation.
- Commercial and financial close, and contract management activities post-financial close.
- Conduct structured analyses and assessments; develop high-quality reports with clarity and structured argument.
- Work under subject matter experts to deliver optimal technical solutions, risk allocation, and procurement advice.
- Collaborate with financial and legal advisors to develop comprehensive project solutions.
- Attend client meetings and workshops to present findings, identify project issues, and facilitate discussions.
- Ensure compliance with company governance requirements and inform the project lead of developments affecting commercial and compliance outcomes.
- Support the preparation and conclusion of service propositions to clients and project partners.
- Contribute to broader business development opportunities and manage long-term key customer relationships.
- Be willing and able to travel and work overseas for short periods as needed.
Requirements / Qualifications:
- Bachelor’s and/or Master’s degree in engineering or a technical field (or equivalent).
- Consulting experience providing technical advisory services for private, public sector, and multilateral international finance institutions.
- Broad understanding of PPP technical advisory consulting fundamentals.
- Experience assessing risks and priorities associated with project development, investment, or delivery (feasibility, procurement, due diligence, assurance, or monitoring and evaluation).
- Competence in detailed analysis for reports and presentations.
- Ability to work independently with minimal supervision.
- Proficiency in Arabic is preferred but not mandatory.
- Strong client engagement and project management skills.
