1. Total Rewards & Policy Specialist
Review and update QFAB’s HR policies and procedures, to ensure their alignment with leading practices, as well as their proper implementation. Support the development and implementation of the rewards strategy, policies, and procedures, as well as overall QFAB’s rewards schemes. Ensure QFAB’s rewards strategies are equitable, transparent, and competitive enough to attract and retain the best talents to support the company towards achieving its business objectives.
Key Accountabilities:
- Policy Development & Implementation:
- Participate in developing , reviewing, and updating all HR policies and procedures in coordination with the different HR Sections and ensure their implementation
- Advise managers and employees on the interpretation of QFAB’s policies and procedures for consistent application.
- Total Rewards Strategy:
- Participate in designing and implementing QFAB’s rewards strategies, rewards structures, policies, and procedures in collaboration with Head of Rewards & OD and relevant stakeholders as appropriate.
- Design, review and maintain QFAB’s rewards schemes against suitable benchmarks and make recommendations to ensure QFAB’s rewards schemes are both equitable and competitive enough to attract and retain required talents.
- Partner with the Head of Rewards & OD to develop and conduct salary surveys to benchmark QFAB’s rewards schemes against leading organizations in the region.
- Job Evaluation and Grading:
- Conduct Job Evaluation under the supervision of the Head of Rewards & OD for newly designed job titles and place them into the adopted grading structure at QFAB.
- Coordinate with the Employee Relations Section — Recruitment Unit and company leadership to identify the starting salaries and most appropriate packages for the new hires.
- Maintain and update job grading systems and pay scales to ensure internal equity.
- Develop and update company's grading structures through applying appropriate Job Evaluation techniques whether in-house or through external consultants to build the right base for the salary structures.
- Compensation & Benefits Administration:
- Participate in carrying out studies to determine employees' satisfaction in terms of rewards.
- Review queries related to incentive and reward schemes, as well as pay levels and structures, and take appropriate measures to resolve escalated cases.
- Advise managers and employees on the interpretation of QFAB’s rewards strategies and related policies, procedures, and benefit programs.
- Respond professionally and accurately to written and oral inquiries for QFAB’s employees regarding rewards-related matters.
- Liaise with the Learning and Development section to implement and execute the outcomes/results of the performance management process, as it relates to merit increments, bonuses, promotions, salary adjustments etc.
- Analysis and Reporting:
- Prepare reports and statistics related to salaries and rewards as required.
- Analyze compensation and benefits data to identify trends, disparities, and areas for improvement.
- Generate detailed reports and presentations for senior management to support data-driven decision making.
Qualifications, Experience and Skills
- Qualifications:
- Bachelor’s degree in business administration, Human Resources or any other related field.
- A certification in a relevant discipline from an accredited institution (e.g. CIPD, PHR, SPHR, CIR, ACIR), is highly preferred.
- Experience:
- 5 - 7 years of related experience of which a minimum of 3 - 5 years should be in a similar position / responsibility
- Previous experience in the Oil & Gas industry and regional experience is preferred
- Skills:
- Extensive knowledge of organizational development principles and best practises.
- Extensive experience in Rewards (designing grading structures, salary scales, bonus schemes, conducting salary benchmarks etc.
- Extensive experience in Job Evaluation methodologies (knowledge of HAY methodology).
- Working knowledge of HRM-ERP systems, preferably SAP.
- Knowledge of Microsoft Office (Advanced Excel)
- Develop and update HR policies and procedures in compliance with Labor Law.
2. OD & Workforce Specialist
Handle all activities related to the different Organizational Development initiatives, in terms of reviewing and updating organization structure, job description, and competency framework. As well as ensure the proper allocations of resources by defining current and future manpower needs to meet Qatar Fabrication Company strategic goals.
Key Accountabilities:
- Organizational Development & Job Design:
- Handle and implement the organization development initiatives while working closely with the various Divisions/Departments across Qatar Fabrication Company.
- Advice management on change and organizational development requirements in order to meet the business objectives of Qatar Fabrication Company and based on clear analysis and benchmarks with other leading Oil and Gas shipping companies.
- Develop, review and update job descriptions in coordination with Qatar Fabrication Company different Divisions/Departments, using the appropriate tools, which include interviews, questionnaires, job analysis, etc., to ensure that all job descriptions are accurate.
- Define and update the behavioral and technical competencies in addition to their respective proficiency levels that are required to perform the various jobs effectively in coordination with the appropriate stakeholders.
- Coordinate with the different functions within Qatar Fabrication Company in order to ensure that the competency framework is still relevant and make necessary adjustments when necessary.
- Coordinate with the Learning and Development section in the development of the competency matrices and performance management system and ensure that competencies are properly linked to the performance management system.
- Workforce/ Manpower Planning:
- Work closely with the various Divisions/Departments across Qatar Fabrication Company to gain a deep understanding of their workforce needs in line with the organization’s strategic goals.
- Advice management on workforce requirements to meet the business objectives and based on analysis and benchmarks with other leading peer organizations.
- Provide guidance and support to all Divisions and Departments in areas related manpower planning, and provide solutions and recommendations as needed.
- Analyze and review requests related to changes in the approved manpower plans and get all required information and justifications to seek approval/decision for the top management.
- Develop manpower budgets in coordination with the Finance function and submit manpower plans and budget to the senior management for endorsement while ensuring compliance with overall HR policies and procedures.
