1. Head of Sales- Electrical

The Head of Sales will define and lead the strategic and operational direction of Petrotec's Electrical Division, with a strong focus on electrical switchgear, panels, power distribution, and automation solutions across the Oil & Gas, infrastructure, and industrial sectors in Qatar.
This role is accountable for driving revenue growth, increasing market share, and reinforcing Petrotec's reputation as a trusted provider of engineered electrical solutions. Responsibilities include overseeing business development, managing key accounts, leading the sales team, and fostering partnerships with OEM principals in line with the company's growth strategy.
The Head of Sales will collaborate closely with technical, engineering, and service teams to deliver integrated, high-quality solutions that meet client needs and comply with industry standards.

Roles & Responsibilities:

  • Strategic Leadership: Develop and implement the sales strategy for the Electrical Division, with a focus on driving growth in Oil & Gas, utilities, and infrastructure sectors.
  • Business Development: Identify and capture new business opportunities, manage the bid and tendering process, and cultivate long-term client partnerships.

Requirements

  • Job-Specific Education & Certification:
  • Education
  • Bachelor's degree in Electrical Engineering or a related field (mandatory).
  • Certifications
  • PMP (Project Management Professional) or an equivalent project management certification.
  • OEM-specific technical training certifications preferred (e.g., Siemens, ABB, Schneider, Stahl, Eaton, etc.)

2. Lead - Proposal Engineer

The Lead Proposal Engineer will be responsible for managing the complete tendering and estimation process for brownfield EPC and long-term maintenance projects. This includes handling client RFQs, preparing pre-qualifications, developing detailed technical and commercial proposals, and coordinating with internal departments, engineering consultants, and vendors. The role demands strong technical acumen, commercial awareness, and the ability to manage multiple bids under tight deadlines.
The ideal candidate will have a deep understanding of EPC project costing, estimation methodologies, and tender processes, along with proficiency in project planning tools such as Primavera P6, MS Excel, and MS Project. The individual will serve as the single-point contact for proposal management, ensuring compliance with client requirements, optimizing cost and schedule, and supporting the sales and project execution teams through all phases of the bid process.

Key Responsibilities

  • Lead the preparation and submission of EPC brownfield tenders, ensuring full compliance with client and project requirements. 
  • Receive and review Client RFQs and QE tenders, manage the pre-qualification process, and coordinate submissions accordingly. 
  • Review and prepare bid bonds, tender bonds, and other tender-related documentation in compliance with contractual obligations. 
  • Develop comprehensive technical and commercial proposals in coordination with internal departments and relevant stakeholders. 
  • Prepare and issue RFQs to engineering consultants, vendors, and suppliers through the supply chain process, ensuring alignment with tender scope of work (SOW) and specifications. 
  • Develop detailed project costings, Bills of Quantities (BOQs), and pricing breakdowns based on input from engineering, procurement, and construction teams. 
  • Prepare accurate cost summaries, estimation sheets, and internal bid evaluation reports. 
  • Perform detailed quantity take-offs for all project components and validate cost assumptions. 
  • Develop cost estimates for materials, labor, equipment, and other resources required for EPC and maintenance projects. 
  • Draft and manage pre-bid queries, clarifications, and addenda in coordination with clients. 
  • Ensure all proposal documents comply with technical requirements, contractual terms, and commercial conditions. 
  • Support the sales and business development teams during client meetings, presentations, and contract negotiations. 
  • Maintain a comprehensive proposals and tender database, ensuring all documentation is well-organized and traceable. 
  • Interpret and review engineering drawings, P&IDs, process flow diagrams, layouts, and technical specifications to support accurate estimation and scope definition. 
  • Apply effective costing and estimation methodologies suitable for EPC brownfield and retrofit projects. 
  • Prepare and establish project schedules in Primavera P6 aligned with tender requirements; proficiency in MS Excel, MS Project, and AutoCAD (preferred) is essential. 
  • Manage multiple proposal submissions simultaneously, meeting deadlines while maintaining accuracy and quality. 
  • Act as a single point of responsibility for managing project interfaces and ensuring all relevant technical data is captured for effective brownfield integration. 
  • Manage technical queries during the engineering phase and coordinate timely responses with stakeholders. 
  • Oversee project cost, schedule, and delivery performance during the engineering and procurement phases. 
  • Lead the technical bid evaluation (TBE) process and prepare comprehensive technical evaluation reports. 
  • Coordinate and actively participate in all QHSE (Quality, Health, Safety & Environment) reviews as required. 
  • Prepare and conduct Work Order Kick-Off meetings in accordance with project management procedures. 
  • Identify, assess, and document project risks, ensuring effective mitigation measures are implemented and monitored

Requirements

  • Segment: Brownfield EPC Projects / Long-Term Maintenance Contracts
  • Education: Bachelor's degree in Engineering (B.E. or B.Tech)
  • Discipline: Electrical, Electronics, or Instrumentation Engineering
  • Experience: Minimum 7-8 years of experience in Oil & Gas, Retrofits, and Maintenance Projects within the Gulf region, preferably with exposure to local EPC projects

Key Skills & Competencies

  • Strong knowledge of Electrical, Electronics, or Instrumentation systems in Oil & Gas EPC projects. 
  • Proven experience in brownfield tendering, estimation, and proposal preparation. 
  • Proficient in cost estimation, BOQ development, and quantity take-offs. 
  • Skilled in technical and commercial bid preparation and evaluation. 
  • Ability to interpret engineering drawings, P&IDs, and technical specifications. 
  • Experience with procurement coordination and RFQ management. 
  • Proficient in Primavera P6, MS Excel, MS Project; basic AutoCAD preferred. 
  • Strong communication, analytical, and negotiation skills. 
  • Capable of managing multiple proposals under tight deadlines. 
  • Knowledge of risk management and QHSE practices

3. Electrical Testing and Protection Engineer

The candidate will be having the strong background in the field of Testing and Commissioning of Electrical systems like High Voltage/Low Voltage Switchgears up to 33KV, which includes the components like CT, VT, all types of Protection Relays, ACB/VCB, Various protection Schemes, VFD, UPS systems and Power Transformers. The Candidates are expected to have good experience in handling protection relays of various vendors in Relay Configuration and Testing. Should have good knowledge of Communication Protocols like MODBUS/RTU, IEC 61850 etc.

Key Responsibilities:

  • Take part in SAT/FAT activities in daily basis
  • Diagnose / troubleshoot the faults and conduct the corrective actions
  • Review the drawings, Setting Files and Document preparation like MOS/SAT/FAT Procedures/Forms etc
  • Coordinate with various vendors/Clients/Customers
  • Collaborate with different department to ensure the proper functioning of the operations
  • Provide technical support and expertise as needed
  • High Commitment towards quality and safety
  • Responsible for reviewing the Engineering Documents, specifications, Drawings, Preparation and submission of test reports etc
